Dr. Milton Rahman, a highly skilled professional with a wealth of experience in civil engineering and infrastructure development, currently serves as the County Engineer and Executive Director for the Harris County Office of the County Engineer. The Office of the County Engineer consists of several core areas of services, including Capital Project Delivery, Development Services and Permitting, Maintenance of the Majority of County Facilities, Disaster Recovery Operations, and Real Property Management. The office currently has an annual operating budget of approximately $120 million and has over 550 capital projects valued at $3.5 billion. Dr. Rahman played an instrumental role in planning the $1.2 billion infrastructure bond for Harris County in 2022. 

Dr. Rahman joined Harris County in 2019 and prior to his appointment as County Engineer in 2022, he served Harris County Precinct 2 as Deputy Chief of Staff. Over his decades of public service, he was Director of Public Works at the City of Stafford and spent almost a decade in the City of San Antonio Public Works Department.

Engin A first-generation immigrant from Bangladesh, Dr. Rahman earned a Ph.D. in Environmental Science and Engineering and a master’s in civil engineering from the University of Texas at San Antonio.
